Kapwa is BetterGov's design system for public-interest digital services in the Philippines.

It exists because too many government digital experiences still feel confusing, inconsistent, and difficult to trust. When people need public services, they should not have to work around broken flows, unclear language, and interfaces that feel unfinished.

Kapwa responds to that problem by giving teams a shared foundation for building services that are clearer, more respectful, and more usable. The name comes from the Filipino idea of shared selfhood and togetherness. That value matters in public service: digital products should feel like they are made with people, not merely delivered to them.

This site explains what Kapwa is, why it exists, and how teams can adopt or contribute to it. Storybook is the component reference for designers and developers building with the system.
